Procurement

Public procurement means the purchasing of works, supplies and services by public bodies at either national or Union level. EU public procurement plays an important part in the single market and is govern​ed by rules intended to remove barriers and open up markets in a non-discriminatory and competitive way. The objective of public procurement is to increase the choice of potential suppliers to public bodies, thereby allowing the Agency to achieve better value for money results, whilst developing market opportunities for companies.

Public-sector purchasing decisions are based on best value for money or the lowest price secured through competition. Title VII of the Financial Regulation (FR) of the EU is applicable to AMLA procurement.

The Agency's procurement procedures are centrally managed by the Procurement Team to ensure consistency and coherence in the application of the rules and to guarantee that the principles of transparency, proportionality, equal treatment and non-discrimination are complied with.

Open procedures (€140 000 and above)*

 

For purchases with a value of €140 000 and above, AMLA uses in principle open procurement procedures.

You can access the procurement documents for a call that interests you by clicking on "Ongoing." You will be redirected to the EU Funding & Tenders Portal where you can download all procurement instructions and forms related to that specific call, including invitation letter, tender specifications, draft contract and any templates necessary for offer submission.  Please note that all deadlines refer to Europe/Berlin local time.

Negotiated procedures (value between €15 000 and €139 999)

For purchases with a value between €15 000 and €139 999, AMLA uses negotiated procurement procedures which involves inviting candidates of AMLA's choice to submit an offer. Additionally, AMLA publish ex-ante notices to allow economic operators to express an interest in being invited to these negotiated procedures. Please note that all deadlines refer to Europe/Berlin local time.

AMLA is committed to ensure the highest level of transparency as regards public procurement activities carried out for the purposes of budget implementation. To this end, information on contracts awarded is regularly published. Depending on the threshold and/or type of the awarded contract, different EU rules and procedures on advertisement are followed.

As AMLA gained financial independence on 1 January 2026; therefore, the information contained in this page refers to contracts awarded after that date, as per applicable rules.
