AMLA concludes public hearing on draft Guidelines on business-wide risk assessment

On 28 May 2026, AMLA held a public hearing on the Guidelines on business-wide risk assessment (BWRA), an important milestone in developing the EU's new AML/CFT framework and the risk-based approach.

"You are, after all, best placed to understand the risks you face" said AMLA's Executive Board Member Rikke-Louise Ørum Petersen, who opened the session. She emphasised the importance for AMLA to actively and openly engage with stakeholders. Continuing this dialogue is essential to achieving one of AMLA's most important objectives: a rulebook that is not only robust and risk-based, but clear and practical for the full range of entities covered across the European Union.

The event brought together over 1,000 stakeholders, including obliged entities from the financial and non-financial sectors and civil society organisations, to engage directly with AMLA's team on the draft Guidelines.

A strong turnout and an engaged audience

The session focused on the minimum requirements for conducting business-wide risk assessment and the sources of information to be used. AMLA underlined how simplification shaped the drafting — avoiding duplication where AML rules are already clear. A strong focus was also placed on proportionality.

Participants contributed through a range of questions highlighting the varied operational realities of the sectors covered by the guidelines. Due to the volume of questions received, it was not possible to address every submission individually. AMLA aimed to address the full range of sectors and perspectives represented in the room.

AMLA thanks all participants for their time, engagement, and the quality of questions submitted. The input received during the public hearing will supplement the written contributions submitted via the public consultations and will play an essential role in shaping the final standards.

Written submissions remain open until 15 July 2026, and AMLA strongly encourages all stakeholders, particularly from the non-financial sector, to contribute. Every submission helps ensure that the final standards are clear, consistent, and effective across the full range of obliged entities.
