Target audience

AMLA’s open public consultations are open to all stakeholders with an interest in the EU’s anti‑money laundering and countering the financing of terrorism (AML/CFT) framework. We particularly welcome contributions from obliged entities, supervisory authorities, Financial Intelligence Units, public authorities, self-regulatory bodies, international institutions and organisations, civil society organisations, consumer representatives, academia, and investigative journalists. 

Why we are consulting

Open public consultations are an integral part of the policy-making framework established under AMLA’s founding Regulation (EU) 2024/1620, specifically Articles 49, 53, 54 and 55.

AMLA conducts open public consultations to ensure that its regulatory and supervisory outputs are transparent, inclusive and grounded in evidence. Public feedback helps us test the proportionality of proposed measures, assess their impact, and leverage external expertise at a stage when input can still shape policy choices.

Responses will inform the finalisation of draft Regulatory and Implementing Technical Standards, Guidelines, Recommendations, Opinions, and Technical Advice. Following the consultation, AMLA will publish a final report explaining how contributions have been considered. Where substantial changes arise, a second consultation may be conducted.

All submissions are considered and, by default, published on AMLA’s website. Individual respondents may, however, request that their name is not published. 

AMLA’s public consultation framework is designed to ensure that all relevant information regarding proposed regulatory measures is brought to AMLA’s attention. We strongly encourage participants to provide constructive feedback and practical suggestions. To maintain a respectful and productive dialogue, please refrain from submitting inappropriate, promotional, duplicate, irrelevant, or unlawful content.
