Effective supervision depends on a complete and reliable picture of risk. To ensure that supervisors have access to all relevant information, AMLA is establishing a central AML/CFT database. AMLA is consulting, via a public hearing, on the draft regulatory technical standards (RTS) that will establish the database.
Connecting supervisory data across the EU
The database will serve as the single point for supervisory authorities in the EU to report and retrieve information. It will bring together data on individual obliged entities and on supervisors and their activities. Once established, authorities across the AML/CFT supervisory system can use information from this database to identify risks and trends and support targeted, effective supervision. For AMLA, information from the database will also be central to ensuring oversight of the effective functioning of the EU supervisory system.
Simpler, more predictable reporting
The draft standards set out how and when supervisors report information to the database, and the scope and level of detail required. To keep the reporting burden low, the standards draw first on data that supervisors already hold, or will collect in any case, so the database adds no new reporting costs for obliged entities. Where possible, reporting will be automated and streamlined. The standards also set the materiality threshold above which a breach must be reported, and the conditions under which AMLA may request further information.
Staged application
The draft standards recognise that supervisors will need time to adapt to the new requirements. For this reason, a staged entry into force is foreseen in some cases.
