This public hearing is held in connection with AMLA's public consultation on draft Regulatory Technical Standards (RTS) on criteria for identifying business relationships, occasional transactions, and linked transactions, developed under Article 19(9) of Regulation (EU) 2024/1624.

The draft RTS addresses a fundamental step in applying the AML/CFT framework: determining whether a given interaction constitutes a business relationship or an occasional transaction, as this distinction governs when customer due diligence obligations are triggered. The criteria also cover the identification of linked transactions, which is essential to prevent circumvention of CDD thresholds through structured activity. The standards apply across both the financial and non-financial sectors, with some criteria tailored to specific categories of obliged entities.

The public hearing offers stakeholders the opportunity to engage directly with AMLA on the proposed criteria, ahead of their finalisation.
